It is a famous catch phrase which can be rendered from Latin as "if you Want Peace, Prepare for War".  Black stitching and raw edges give this sweatshirt a unique brutal look.

The author of the expression is the Roman historian Cornelius Nepos (94-24 BC) who used it in the life description of the Theban commander Epaminondas (IV BC).

Already in antiquity this Latin phrase became proverbial. It was slightly modified by the Roman military writer Vegetius (IV century) in his essay "a Brief instruction in military Affairs": "Qui desiderat pacem, praeparetbellum" — "Who wants peace, prepares war".

The meaning is that piece is guaranteed to a country only by reliable defense and powerful armed forces that discourage possible aggressors and all inclination to attack, the other safeguards of the world objectively do not exist.
