The city absorbs the vices of people and creates from this images inspired by fear.<br> <br> These Monster Nurses are based on Alessa's memories of her hospitalization and the medical staff around her. While they might not necessarily be members of the Order, they likely acted as its puppets, keeping Alessa alive.<br> Their lack of faces could mean that Alessa never really got close to any of the nurses in the hospital and that they were essentially "faceless" to her due to the way she was kept.<br> They can also symbolize envy, as Alessa eventually realized that she would never grow up into a "beautiful" woman due to her extremely burned and charred skin and mutilated body, which remained so even 30 years later. To let the nurses feel her own horror and despair, Alessa dragged them into the Other World and turned them into monsters. This may be why the nurses look somewhat sexualised, showing off a small cleavage as a symbol of femininity and femininity, which is one of the film's main themes.<br> <br> The Order is the main antagonistic organization in Silent Hill.
